It does not look safe indeed, when you see the ice cracking like this.
However ice crossing is widespread in Russia in winter. In the Krasnoyarsk region alone, according to the information for March 10th, there were eighteen officially permitted icy routes. Two of them cross the Yenisei river, where vehicles with load capacity up to 25 tons are allowed.
