On Lake Baikal in winter always ride in cars. Fishermen, tourists and locals. And on Olkhon Island on the ice go, there is an official ice road, but many go anywhere. Every year someone falls. Sometimes fall into a deep places and cars remain at the bottom of the lake.
Ever heard about winter fishing? Or you able only to hunt hamburgers and cola?

Well, having in mind that temperature there drops way below 0C ice becomes a very rigid surface (not in this case) so they use it instead of roads.
