Time of coupons comes back.

Delivery of coupons on bread for pensioners, invalids and large families will begin with 14th of August in bodies of social protection of Petropavlovsk-Kamchatka. Socially undefended citizens can use them in retail centers of those manufacturers which have agreed to sell bread at a discount. "Coupons would stand out for a month. Today we discussed reduced prices of bread with manufacturers. One loaf of bread will cost approximately 12 roubles (0.44c), maybe a little more. We try to help old people to survive. But it`s not a measure, it`s a half of a measure. I in general consider that implementing coupons on bread in the
21st century is a crime ", - Puchkovsky, the head of society protection department, said "If Kamchatka authorities don't solve a problem with dotations on prices on the bread of socially undefended inhabitants of Petropavlovsk-Kamchatka till new year, pensioners and representatives of large families will begin protest actions.".  That`s all happening because of Kamchatka bakers, who have risen the price for bakery products since the 1st of August. They have explained that their decision on rising prices is connected with higher costs of transportation of a flour and mineral oil.

For several weeks, the south of Russia has suffered from abnormal heat. Day time temperatures reach 40-43 degrees. Huge damage has already been done to the region - fires have burned out crops and woods, there are continual outages in the electric power supply, and perishable products have been withdrawn from sale.
Businesses in the city operate on a reduced schedule. In the meantime, weather forecasters and employees of the Ministry of Emergency Measures sound the alarm: soon the heat will be replaced by strong downpours with thunder-storms and even hailstones. In some regions storm warnings have already been declared.

Where the childhood leaves?

Recently, the World organization of public health services has released some unfavourable data: worldwide, there are approximately100 million homeless children. What percent of this figure relates to Russia, nobody can precisely tell. The system of accounting for the homeless children in our country is not perfect. On official data, there are no more than 5 or 6 thousand such children in Russia, but informally, the number is not likely to be less than one million. It is about half of what the
number was five years ago. However, to say that the problem is completely solved is not true. Under the existing legislation, three departments are engaged in assisting homeless children - the Ministry of Internal Affairs, the Ministry of Health and the Ministry of Society Protection. In the opinion of experts, they work, as a swan, a crab and a pike, which drag a cart in different directions to the detriment of the system and of the problem.
