That’s military ambulance car, not civil one. I think it somewhere at Northern Caucasus.
It is in St.Petersburg or its suburbs. The license plates have code 78 on the back of the civil truck in one of the pics. Also Fabrika Lomonosovskaja (see street sign in one of the pics) is in the suburbs of St.Petersburg

this is a military ambulance UAZ. here in slovakia we have the same type.
