And this lady printed her photo herself for her new passport and visa.
Sometime later an original image appeared which she used to crop the passport sized photo.

I only see a further decline of standards of burocracy. Only 10 years ago requirements for a photo for passport was so special (like the angle of the cut-off part at the bottom right) that outside of Russia it was not even possible to get a photo that would be ok for that. Russia get back on track and expand burocratic standards more! There is crisis and people need employment. More civil servants will be needed. Only stop when everybody is in Civil Service, doing everybody else favors and licking everybodies asses all the time. Then Russia will be complete.
