Yep, this is a helicopter of EMERCOM (Emergency Control Ministry) of Russia. The plane is carried for training purposes. EMERCOM now has almost a full range of training objects from buildings to planes. As they claim, the only thing which is still needed is a subway train with a tunnel :D. That makes EMERCOM one of the most experienced and trained rescue organisation in the world, which helps in rescue operations around the globe with its technics and specialists.

You retard, that`s not Moscow, it`s Saint-Petersburg. This plane was out of guarantee, so Pulkovo decided to present it to emergency services, so they could train on it. I`ve seen in my window, because i work here, and that was really awesome. It took them a lot of time to get the plane in the air.
the cccp built the largest helicopters. I remember a picture of an actual plane just with rotors on each wing.
russian choppers do have quite a different look than american helicopters, pretty interesting.
