It looks like The first 2 bottom floors do not have bars on the windows!
That is usually the standard for russian apartments.
It does have a balcony,which is another standard.
People would wash their clothes in a small front load washer in the kitchen and hang them to dry from the balcony in the summer.
Most apartments have 2 big rooms in them.In the winter clothes would be hung in the second big room.
