Well, perhaps Kadyrov shouldn’t be spending the funds on buying himself a fleet of snazzy cars, but rather spending on rebuilding the country. Or atleast spending it on the economy, so he can make some money that way, in order to than embezzle the funds for more fancy cars and not rely on Putin or Medvedev to give him that cash.

95 is the vehicle code for Chechnya. 97 and 177 are codes for Moscow.
20 is also region code for Chechnya. You can see it on the older cars. But as 90-98 are reserved from Russian MVD so I think its locigal you can see 97 there also. As for 177 maybe they just got it from Moscow and still havent got time or bothered to change it?
