It does mean “Ученик” (or short version “У”) - it`s the same - “L” - (how i guess) - she`s studing to drive the car - Ученик (OOchaenee`k) in Russian is “Student”.

This happens all the time in Finland as well. People just don’t understand not to park on the rails. And usually the cars end up lifted by the passengers.
The same question as before, can anyone tell where this car is registrated from the license plate? (Like “77″=Moskva in Russia, “75″=Paris in France)

By the way, in Lviv’s narrow streets they park cars exactly in the middle of the road - not to block the trams.
