How did this happen? Did the chair just fall from the sky or what?

In the old days they referred to this as a “rumble seat.”
From the reflection on the glass, the chair was dropped from the top the the building in front of the car.
Although, on second look, the windscreen wipers have been bent, so probably just random vandalism. Little toe rags should be beaten with a blunt instrument.
You don’t live where the weather gets cold do you? That’s a precautionary measure taken so the wipers don’t freeze on the windshield at night

I think the chair is to be blamed here. Not some theoretical “vandals”.
