It is russian fur hat - “ushanka”. However exactly the same hats (from another materials usually) can be seen all around the world include Chili, Tibet and Canada.

#11 is particularly ironic, as the inscription on a garbage dumpster says “Милиция”, “police”. Given that a common slang for a cop is “мусор” (”moo-sor”, not “my cop”), literally, “trash” or “garbage”, what the hell were those people thinking? Then again, I can imagine this being a prank.
In a related incident (so the story goes, anyways), a bunch of students dragged a dumpster on top of a pedestal. Nobody was bothered too much, until somebody wrote “A memorial to Soviet police” on the dumpster. The thing was gone within hours.

I am happy to see the enthusiasm of drag racing in Russia. It is interesting to me that the Russian folks utilize the same “christmas tree” to start their races as we do in the USA. I wonder if they also race modifieds; super modifieds; rails; funny cars; fuel-blown AA dragsters; motorcycles; and modified go-carts, like many of the drag strips in America do ?
