LOL. I’ve seen that “thing” (I don’t know how to call it in english) many times in Kiev. It’s located on a hill with a big metal arch (ярмо) and a statue representig the reunion of Ukraine and Russia.

If you look closely between the group and Trinity, and again, between agent Smith and the group, there are joints, around which the whole seat platform rotates. that thing is pretty much like a devil’s wheel, but only rotates in one axis.
