I live in Latvia (but I am not Latvian or Russian) and the police are much the same. I don’t see them drunk and passed out, but they love their bribes. Oh, and while I am here, I just want to say that Latvians and Russians get along fine here, for the most part. The news and the governments (Lativan politics is hilarious) make it out to be worse than it is.
I really like this site, by the way. I always find it interesting. Spasibo.
