    Well, yes. Lenin and Stalin effectively destroyed the Russian agricultural system in order to build the industrial system. The Soviets’ agriculture never recovered in seventy years, and they supplemented rations with purchases from abroad, primarily from the USA. Screwy way to run a railroad.
