        Because it’s in Russia? Rugs are also much higher quality or they used to be. My parents have a rug that they had for 20+ years that thing is built to last.

        Rugs on the walls had many uses in soviet times, mostly due to some cheap apartment building types (like “khrushchevkas”) having thin walls, rugs served to absorb noise, to hold heat in winter and also served as a wall ornament thus making apartment more comfy and cozy.
