Quick knife to the tire would have stopped that. Here, that driver would be guilty of assault with a deadly weapon and that allows us to use anything up to a lethal response.

Just an observation, but putting a few steel poles across would stop cars and allow pedestrians.
Only such actions can stop this ignorant drivers, this last guy probably think he can do whatever he want just because he’s full of money or something like that, obviosly its happening because the responsible authorities are not doing their job properly. This guy in normal country after this would be deprived of driver license + would spent some time in jail.
