“Police officers from Moscow are on good terms with local servicemen which, in their turn, are on friendly terms with the natives. Thus, the chance of a conflict is very low.”

Atleast until they have to make an arrest or raid, and then chances of not having a conflict is very low. A lot of civilian casualties that occur are when the public, usually neighbours, get enraged when someone is dragged out and then begin a small riot.

I did two tours in Chechnya, but only have one combat mission to my name. But, every week, my team would be called up as the standby. But not because of armed gunmen or a bomb or something like that. Because a small riot was started when the osnaz made a raid.
