What you see here are remains of the “Lastochka” motor boat that carried passengers willing to enjoy the view of the Moscow river. Its wreckage occurred as the captain exceeded the number of passengers allowable on board.
The Lastochka motor boat collided with a barge on the Moscow River and sank on July 31. 9 passengers out of 16 people aboard could never survive. The captain was claimed mentally competent.

Read about this in today’s Wall Street Journal. Understand the captain died in the accident. He had been cited more than once in the past for unsafe conditions.
