We hope you don’t mind to visit the Regional Center of Dog Service belonging to the Main Department of Internal Affairs.
The first center of police tracker dogs appeared in St. Petersburg in 1909 and later it became the first cynological department of the Ministry of the Interior. But this time we are invited to the center of the Moscow Region.
The center has 240 enclosures where they keep 120 dogs.
40% of cynologists are women.
The enclosures are clean and neat. Some dog hotels look worse. In winter they are covered with greatcoat cloth and laid with straw.
The main breed here – German shepherd. These dogs are better adapted to the Russian climate.
However they also have Labradors and Rottweilers.
Each day a dog is given one kilogram of by-products and 600 grams of cereals. But basically they use American dry feed PRO PAC. The company has won the tender this year and offered the best price.
2 months’ puppies. Their mom is in the next enclosure.
And now the performance part.
Though it is not very impressive. The dogs do not bite with all their jaws, don’t jump from a distance, tear before they get an order.
They understand that such detention may result in serious injuries, some kind of inheritance of the Soviet times.
By the way, there are no universal dogs – drugs, explosives, tracking, patrolling.
Cars of dog service is a bragging right: 6 cages, 5 employees, air conditioner.
This one cage inside is used for injured dogs, here they can administer an injection or pat a dog.
Searching for drugs. A raised hand means performance of a task.
Hashish.
Searching for explosives.
When a dog finds an explosive it makes a signal. It tries to show the place with its paws.
Trotyl block. The case rather difficult for a dog – alcaline accumulators are near, gas and strong wind.
The dogs trained to find weapons define the smell of powder and gun oil.
Dobermann pinscher.
In theory a dog can work with any cynologist but in practice – only with an owner. This one is a personal dog.
They say that in Germany dogs are medalled but in Russia they are only special tools and don’t get rewards. German dogs are retired to have warm existence in their old age, Russian dogs may only hope to be taken to someone’s house.

A. Bunka here. I understand early in WW2 the Russkies were having trouble destroying those impressive German tanks. They trained dogs to run under the tank, with an explosive. and detonate. Unfortunately, this resulted in the German army shooting every dog on sight. Russian army got turned around when the Commies told them they were fighting for Russia, not the God Damned party.
As I understand it, a couple of those dogs got near the tanks, got scared and turned around and went back to their owners, blowing up in the wrong places too.
Having seen some of the women who work with these dogs, I think an appropriate comment would be “Who’s walking who?”
They say…. When a person walks into a kitchen, they may say “Hmmm we’re having stew!” When a dog goes into the kitchen, it thinks “Hmmm…. beef (top round), carrots, onions, 2 table spoons of flour, been on the stove for 2 hours and 27 minutes. Mmmmmm”
I tried to teach my dog to sniff stuff out (she’s a Foxhound). At first, she followed the trail exactly. So I made it a bit harder, different area and hid the smelly old bacon under a log.
She just sat there for a second, sniffing the air, ignoring my commands to “track it!” Then all of a sudden, went with very little error (but not following the trail) right to the log where the bacon was and just sat there staring at it.
I was going to try to make a cadaver dog, or a bed bug sniffer out of her, but she’s WAY too skittish. Jumps at the slightest sound. No good for dogs like that.
Got a hell of a sniffer on her though.

This, I would say is the fundamental flaw with the Russian philosophy, that dogs are simply tools to be used, and discarded when they are no longer useful. I believe you can truley judge the character of a society by the manner in which it treats its animals, and in this aspect, Russia, Belarus, Ukraine… all the old Soviet bloc countries… are severely lacking.
