They should turn these into low income housing, like for Oleg and the crew from the article below. Give them materials and food and booze and get them to renovate these trollies and then set them up as a sort of nieghborhood for the homeless, easy to monitor and would be a win-win…
It looks like a lot of valuable real estate is being wasted here. Must be government owned property.
All in all, It looks just like Patterson New Jersey except much much cleaner.
You know what I find amazing is the graffiti looks similar to those in inner cities in America.
