those huge tires are usefull only on snow, they suck on any other surface.

Looks like a waste of money – these things are expensive and only useful in very particular circumstances. They need better and better paid policemen, so the corruption will stop and the police will be a service provider, like in all decent countries… Ah, utopia…

Nope, these are not police. “Trackol” is somewhat common offroad vehicle, but not used by police anyway.

this is not your mommys suv, This is a serious OFF ROAD truck that has been designed to go OFF ROAD. American SUVs are just oversized showoff luxury cars made to look like they can go offroad because nobody would actually take them offroad.
A really big car, sometimes people think that the roads in their countries are bad. After i see what a road means in Russia i have a lot of respect for european motorways.

Russia has god roads withing a 200km city radius, but after that its hopeless.

Blue caps – looks like МЧС to me.
Such vehicle are needed for getting of groceries in my village. I create mistake and let wife drive mine to go to market. She receive small ding in door even though door 1 meter high off ground! Females drivers!!! I very angry with her and make her do plowing without any dinners for punishment.

Similar experience for me. I let my wife use mine to haul our water from the stream to our dacha, so she would not have to carry the buckets up the hill.
Silly woman got too close to the stream and got stuck in the mud. It took her two days and four horses to pull it out. I got mad as hell waiting on my bath water.
