        It does mean “Ученик” (or short version “У”) – it`s the same – “L” – (how i guess) – she`s studing to drive the car – Ученик (OOchaenee`k) in Russian is “Student”.

      This happens all the time in Finland as well. People just don’t understand not to park on the rails. And usually the cars end up lifted by the passengers. :-)
